Amendment 3 legalising recreational marijuana was approved by Missouri voters.

The Legal Missouri 2022 Amendment 3 was approved by the electorate. 53% of people favoured the measure. With 65% of the vote, Missouri legalised the use of medical marijuana four years prior to the referendum on Amendment 3.

On Tuesday, John Payne, the director of the Legal Missouri 2022 campaign, spoke during a celebration watch party in Ballpark Village, St. Louis.

“The outcome of this campaign hung in the balance so many times. And we weren’t sure if we would survive. But the reason we succeeded was due of the individuals in this room and others who were jubilant around the state, Payne said.

Legal Quinton Lucas, the mayor of Kansas City, and the NAACP supported Missouri 2022, which spent millions of dollars on the amendment campaign.

Gov. Mike Parson, the Missouri NAACP, and St. Louis Mayor Tishuara Jones were some of its prominent opponents.

Tanisha Patterson, who was present at the viewing party, asserted that she thinks the state has long needed the legalisation of recreational marijuana.

“This means more money coming in, access for all patients, and financing for services that need it. It signals new development, potential, and creativity in a field that has no end, according to Patterson.

The amendment will allow non-medical users to possess up to 3 ounces of marijuana while allowing medical users to possess up to 6 ounces.

In addition to placing restrictions on possession, the law still permits the imposition of fines for public smoking.

The Missouri cannabis business sector undergoes changes as a result of Amendment 3. The Department of Health and Senior Services will grant at least 144 new licences, according to John Payne, campaign manager for Legal Missouri 2022.

Non-medical sales within the state will be subject to a 6% tax rate. The legalisation of recreational use is expected to bring Missouri millions of dollars. The Veterans, Health and Community Reinvestment Fund will get at least 2% of the proceeds. The Missouri Veterans Commission and the state’s public defender programme are two recipients of this fund.

Additionally, it develops a microbusiness model where wholesale or dispensary facilities can communicate with other microbusinesses. The programme is criticised for not doing enough to assist the groups of people who were most adversely affected by the drug war.

Procedures for some marijuana offences’ expungement are also included in the amendment. For certain marijuana law infractions, someone who is currently on probation or parole would immediately have their sentence vacated and later have their record wiped.

Because of the phrase referring to criminal justice reform, Bonnie Boime, who attended the watch party but does not consume marijuana, supported the amendment.

It means that fewer individuals will be imprisoned and that law enforcement may concentrate on serious crimes. Additionally, it will present chances for those who have convictions because they will be able to have those convictions expunged.

For fiscal 2024, the state judiciary has already submitted a financial request of almost $4.5 million to cover these increased needs.

Payne argued that the expungement procedure is a justification for voters to support the amendment prior to the election.

This will give hundreds of thousands of Missourians who have committed nonviolent marijuana infractions a chance to start over, according to Payne.

Rep. Ashley Bland Manlove, a Democrat from Kansas City, who opposed Amendment 3 on the grounds that it discriminates in who gets their charges dropped and that those who are already serving time won’t all have access to the appeals process, disagrees.

“If you are currently serving, you must still file an appeal with the court. Additionally, it is predicated on judicial discretion, which, as we all know, does not benefit the poor and dark-skinned, added Bland Manlove.

After Missouri lawmakers failed to pass legislation that would have legalised marijuana usage for recreational purposes, Amendment 3 was approved.

An initiative to alter how the state can invest its funds was losing with 92% of the vote counted.

Voters in Missouri rejected Amendment 1, which would have altered the way the state can invest its funds, by a margin of 54%.

In Amendment 1, the question of whether the treasurer’s office should be permitted to invest in municipal bonds was concentrated on the state’s Treasury Department. Additionally, it would have given the legislature more investment options for the treasurer’s office.

Only seven different investment categories are now permitted for the office. They consist of time deposits, U.S. Securities and repurchase agreements from the Treasury and federal agencies.

The proposal would have allowed the treasurer’s office to invest in municipal bonds, but it also provides the legislature the authority to broaden the areas in which it can change the law to permit investments without having to consult the public.

Any modification would have required legislative approval, endorsement by the governor and the Treasurer’s Office Investment Committee, and final approval by the treasurer.

Investment opportunities may only be increased by the legislature. Investment alternatives that are permitted by the constitution cannot be removed by lawmakers.

The proposal will appear on the 2021 ballot thanks to a 156–1 decision by the legislature.

After voters approved Amendment 4, Kansas City will need to raise the funds for its police force.

63% of voters approved the amendment. It gives the go-ahead for a statute the state legislature passed this past session that increases the minimum sum Kansas City must allot to its police force through the end of 2026.

The bill raises the percentage of public income spent on the police from 20% to 25%. Despite being a statewide election, the outcome solely has an impact on Kansas City.

Opponents claim the legislation takes away Kansas City’s authority and control over its own financial decisions, while supporters claim it better supports the city’s police force.

After Amendment 5 received 60% of the vote, Missouri will establish a new Department of the National Guard.

The Missouri National Guard is divided into a separate department under Amendment 5. The state’s Department of Public Safety is currently in charge of it. The department “will be obligated to preserve the constitutional rights and civil liberties of Missourians,” according to the ballot language.

Convention on the Constitution

Once more, Missouri voters rejected calling a convention to amend the state constitution. 68% of voters opposed the initiative, which had to be on the ballot every 20 years.

If approved, Gov. Mike Parson would have had to schedule a delegate election. The citizens of Missouri would then be given the opportunity to vote on any modifications. The previous time was in 2002.
